Should I start off with learning art without computers, and then moving to art with computers? Is there a computer program that is common for graphic designers? Where do I start?

Take basic art 101 and start from there.
I would start with the very basics of art and simple drawing. That will give you a good background of how to see the world through a creative perspective. Art schools also teach the basics of computers and a program that you will need to know is Adobe Photoshop. Adobe Illustrator is also a good one but Photoshop is first and foremost. Start with very basic ideas such as cropping and meshing photos and creating your own advertisement is a fun way to begin. Good luck!
